GDRFA Approval for Residents Outside UAE

Passport with UAE residence visa, Emirates ID and smartphone showing approval status on a desk

You came to India for a family event, a medical emergency, or simply an extended visit. Months passed. Now you have been outside the UAE for more than 180 days and you are not sure whether your residence visa is still valid.

This is one of the most common situations Indian residents in the UAE face, and it has a clear solution: a return permit from GDRFA (for Dubai visa holders) or ICP (for other emirates).

This guide explains what GDRFA approval means, whether you actually need it, how to apply for a return permit from India, what documents you need, what it costs, and how to check your application status online.

What Is GDRFA?

GDRFA stands for the General Directorate of Residency and Foreigners Affairs (also referred to as the General Directorate of Identity and Foreigners Affairs, Dubai). It is Dubai’s immigration authority.

GDRFA handles residency visas, entry permits, visa renewals, status changes, Golden Visa processing, return permits, fines and all foreigner-related immigration matters for the Emirate of Dubai.

If your visa was issued in Dubai, GDRFA is your authority. If your visa was issued in Abu Dhabi, Sharjah or any other emirate, the equivalent body is ICP (Federal Authority for Identity, Citizenship, Customs and Port Security). This distinction matters for the return permit process, so check the visa sticker in your passport to confirm which emirate issued it.

The 180-Day Rule: Why Residents Outside UAE Need GDRFA Approval

Regular UAE residence visa holders must enter the country at least once every 180 consecutive days. If you stay outside the UAE continuously for more than 180 days, your visa becomes inactive for re-entry purposes, even if the expiry date on your passport or Emirates ID has not passed.

Your visa is not technically cancelled at this point. However, immigration authorities may not allow you to board a flight to the UAE or clear you at the border. To reactivate your entry, you need a return permit.

A fine of AED 100 applies for every 30-day block (or part of it) that you have spent outside the UAE beyond the 180-day mark. This absence fine is separate from any overstay fines that may apply if your visa has expired during your time abroad.

Who Is Exempt From the 180-Day Rule?

The following categories of residents can stay outside the UAE for more than 180 days without losing their visa validity:

Clarification: GDRFA Pre-Travel Approval Is No Longer Required

During the COVID-19 pandemic, UAE residents needed GDRFA or ICA pre-travel approval before flying back. That requirement has been removed. You no longer need any pre-approval to board a flight to the UAE for routine return travel.

However, the 180-day absence rule still applies independently. If you have exceeded 180 days outside the country, you still need the return permit before you can re-enter.

What Is a GDRFA Return Permit?

A return permit is a one-time electronic entry permit for UAE residence visa holders who have stayed outside the country for more than 180 consecutive days. It acts as a temporary bridge that lets you re-enter the UAE on your existing residence visa without needing a new visa.

Key points to understand:

Documents Required for a GDRFA Return Permit

Standard Documents (All Applicants)

Supporting Evidence (To Justify Extended Absence)

GDRFA requires a valid reason for your extended stay outside the UAE. The supporting documents depend on your situation:

A Note on Attestation for Indian Documents

If your supporting documents were issued in India, they may need to be attested before GDRFA or ICP accepts them. The standard attestation chain for Indian documents used in the UAE runs through state-level verification, MEA and UAE Embassy attestation, followed by MOFA attestation once you are in the UAE.

Start the attestation process before you apply for the return permit. Waiting until the last minute can delay your application and your return.

How to Apply for a GDRFA Return Permit (Step by Step)

  1. Confirm the correct authority. Check the visa sticker in your passport to see which emirate issued your visa. If it was issued in Dubai, apply through GDRFA at gdrfad.gov.ae. If it was issued in any other emirate, apply through ICP at icp.gov.ae.
  2. Log in through UAE PASS. Go to gdrfad.gov.ae or open the GDRFA Dubai app. Sign in using your UAE PASS account. If you do not have an active UAE PASS, you will need to register for one first.
  3. Select the return permit service. Navigate to “Public Services,” then select “Residents Outside the UAE” or look for “Return Permit for Resident Outside UAE More Than 6 Months.”
  4. Enter your details. Fill in your personal information (name, passport number, visa number, date of birth), sponsor details (company name, trade licence number), the country you are currently in, your planned arrival airport in the UAE, and your email address.
  5. Upload your documents. Attach scanned copies of your passport bio page, Emirates ID, visa copy, sponsor documents and supporting evidence for your extended absence.
  6. Enter the reason for your extended stay. Clearly explain why you were outside the UAE for more than 180 days. Be specific. Vague reasons are more likely to result in delays or rejection.
  7. Pay the applicable fees. Pay online through the portal. Save your payment receipt and application reference number.
  8. Wait for approval. Do not book flights until you receive the electronic approval. You can track your application status using the reference number (see the section below on how to check status).

What to Do After You Return to the UAE

Re-entering the country is only the first step. Once you are back, address the following immediately:

  1. Check your visa validity. If your residence visa has expired or is close to expiry, start the renewal process right away. Delays in renewal can lead to daily overstay fines of AED 50.
  2. Renew your Emirates ID. If your Emirates ID has expired, apply for renewal through the ICP portal or an authorised typing centre.
  3. Confirm your medical insurance. Ensure your health insurance policy is still active. If it lapsed during your absence, your employer or sponsor will need to reinstate it before visa renewal.
  4. Complete the medical fitness test. This may be required as part of your visa renewal, depending on your visa category.
  5. Get documents attested for visa renewal. If you are renewing your visa, you may need freshly attested documents. Employment visa renewals often require an attested degree certificate. Family visa renewals require an attested marriage certificate. Dependent visas for children require an attested birth certificate. All of these follow the standard attestation chain: state-level verification, MEA, UAE Embassy and MOFA.
  6. Clear any outstanding fines. Settle absence fines, overstay fines and any traffic fines before proceeding with visa renewal.
  7. Update your employer. Confirm your return with your sponsor or employer and coordinate the visa renewal timeline.

Frequently Asked Questions

Is GDRFA approval still required to fly back to the UAE?

No. The GDRFA and ICA pre-travel approval requirement from the COVID-19 era has been removed. However, if you have been outside the UAE for more than 180 continuous days, you still need a return permit before you can re-enter.

What happens if I stay outside the UAE for more than 6 months?

Your residence visa becomes inactive for re-entry. You need to apply for a return permit through GDRFA (for Dubai visas) or ICP (for other emirates). You will also be charged an absence fine of AED 100 for every 30-day block beyond the 180-day mark.

Can I apply for a return permit from India?

Yes. The entire application is done online through gdrfad.gov.ae or the GDRFA Dubai app. You must apply while you are physically outside the UAE.

Does a return permit renew my visa?

No. The return permit only allows you to re-enter the UAE on your existing visa. If your visa has expired or is close to expiry, you will need to renew it separately after you return.

What if my employer cancelled my visa while I was abroad?

A return permit cannot revive a cancelled visa. You would need a new visa and entry permit from your sponsor. This requires the full certificate attestation process for your educational, personal or commercial documents, depending on the visa type.

Do Golden Visa holders need a return permit?

No. Golden Visa holders are exempt from the 180-day absence rule. They can stay outside the UAE without time restrictions and do not need a return permit to re-enter.

How much does a GDRFA return permit cost?

Approximately AED 370 for standard processing (2 to 5 working days) or AED 500 to 550 for urgent processing (usually within 24 hours) through GDRFA. ICP charges approximately AED 100 to 150 for visas issued by other emirates. Additional absence fines of AED 100 per 30-day block may apply.
