Educational Certificate Attestation Route
- Notary Attestation: Initial verification by a local notary.
- HRD or state education department attestation: The Human Resource Development department of the state that issued the certificate verifies it. This step is mandatory for university degrees, diplomas and other higher-education documents.
- MEA Attestation: Central government authentication by the Ministry of External Affairs.
- Embassy Attestation: Legalisation by the destination country’s embassy in India.

Attestation and Apostille: Which Route Applies?
India is a signatory to the Hague Convention, which means Indian documents can receive an apostille for use in any of the 120+ member countries. Apostille replaces the embassy attestation step with a single MEA-issued certificate.
However, the UAE, Saudi Arabia, Qatar, Kuwait, Bahrain and Oman are not Hague Convention members. Documents intended for these countries must follow the full embassy attestation chain instead of the apostille route. If you are moving to the UAE, apostille alone will not be accepted.
